On November 12-14, the All-Russian scientific and practical conference on the problems of working with gifted children “Implementation of the Concept of a national system for identifying and developing young talents: competency-based educational practices as the basis for the formation and setting of record goals” was held in Moscow.

The conference was organized by the Ministry of Education and Science of the Russian Federation and the State Autonomous Educational Institution of Higher Education of Moscow "Moscow City Pedagogical University" with the support of the Federal State Autonomous Institution "Federal Institute for Educational Development", the Federal State Budgetary Institution "All-Russian Center for Artistic Creativity", Autonomous Non-Profit organizations of additional professional education "Open Education", Cultural and Educational Tourist Center "Ethnomir", Closed Joint Stock Company "Masterslavl".

The first day of the conference was held at the Moscow City Pedagogical University in Moscow. The second day is at the Cultural and Educational Tourist Center “Ethnomir” in the village of Petrovo, Borovsky district, Kaluga region. On the third day, conference participants went on various routes of educational and practical excursions.

The plenary sessions held on the first day were devoted to the cultural, historical, socio-cultural and other contexts of the problem of working with gifted children in our country and around the world, as well as the psychological and pedagogical technologies that have developed in this area. Representatives of science and education made presentations. Director of the Federal State Autonomous Institution “Federal Institute for Educational Development” of the Ministry of Education and Science of the Russian Federation, academician of the Russian Academy of Education, Professor Alexander Grigorievich Asmolov focused on the fact that the modern social situation requires a reconfiguration of the system of work with the gifted, which consists in reorienting the work from diagnosing giftedness to constructing motivation. Chief researcher at the laboratory of competency-based educational practices at the Institute of System Projects of Moscow State Pedagogical University, Doctor of Art History, Professor Oleg Igorevich Genisaretsky raised the question of understanding giftedness in modern educational practices of the competency-based approach.

The head of the Federal State Budgetary Scientific Institution “Center for the Sociology of Education” of the Russian Academy of Education, academician of the Russian Academy of Education, Doctor of Psychology, Professor Vladimir Samuilovich Sobkin devoted his report to the issue of the connection between giftedness and early professionalization. Deputy Director of the Department of State Policy in the Sphere of General Education of the Ministry of Education and Science of the Russian Federation Pavel Arkadyevich Sergomanov discussed possible management strategies and approaches to giftedness.

At the end of the first session, the presenter of the conference - chief researcher of the Federal Institute for Educational Development, head of the laboratory of competency-based educational practices at the Institute of System Projects of the Moscow City Pedagogical University, general director of the ANO "Open Education", Doctor of Philosophy Alexander Anatolyevich Popov - spoke. He presented an open model of working with gifted children: organizational design, technology, principles of personnel policy.

The second session was devoted to the analysis of problems and achievements in the field of technologies for identifying and psychological and pedagogical support for gifted children and talented youth. Performed here:

On the second day of the conference, the third session was held, dedicated to the analysis of the current practice of identifying and supporting young talents, at which the heads of regional education authorities spoke. Three sections were organized on problems of management, organization and practical developments, ensuring the creation of a nationwide system for identifying and developing young talents.

Section heads Alexander Anatolyevich Popov, Svetlana Vladimirovna Kats (researcher at the Laboratory of Competency-Based Education Practices at the Institute of System Projects of the Moscow State Pedagogical University) and Irina Sergeevna Krishtofik (leading researcher at the Laboratory of Competency-Based Practices in Education at the Institute of System Projects at the Moscow State Pedagogical University) organized a discussion of issues related to the implementation of a nationwide system of identification and development young talents.

About a hundred people took part in the work of the sections - representatives of science and higher education, scientific and pedagogical publications, regional and municipal educational authorities, teachers and managers additional education, educational organizations of the highest category for children, adolescents and young people who have demonstrated outstanding abilities. The conference participants noted the relevance and content of the conference and expressed wishes for the continuation of the work begun during it, and the need to hold an annual conference on this issue.


On November 3 and 4, the All-Russian Center for Artistic Creativity, with the support of the Ministry of Education and Science of the Russian Federation, is holding the All-Russian conference “Modern pedagogical practices of working with gifted children in additional education” in Moscow. Leading Russian experts in the field of pedagogy will discuss the specifics of teaching gifted and highly motivated children within the framework of additional education programs.

The conference is the next step in a set of measures to implement the Concept of a national system for identifying and developing young talents, adopted by the Government of the Russian Federation in 2012. The goal of the program is to identify and develop gifted children in Russia and provide comprehensive support to children and their families.

The conference will be attended by representatives of state educational authorities, teachers and heads of additional education organizations, general education organizations implementing additional education programs, creative and scientific workers, and business representatives. In total, during the conference days, more than 250 experts in the field of education and pedagogy, including representatives of the regions of the Russian Federation, will take part in its work.

The subject of professional discussion at the Conference will be the best educational practices for identifying and supporting gifted and highly motivated children in the process of implementing additional educational programs in the field of education, culture and sports. The conference will open with a discussion of the role of federal resource centers in coordinating work with gifted children and talented youth as part of the implementation of the Priority Project “Affordable Additional Education for Children.”

The focus of the Conference will be on practical aspects of working with gifted children, including those undergoing long-term treatment. Do talented children need universal competencies and how to develop them? How to build an individual learning trajectory for a gifted child? What are the requests and expectations of parents of gifted children from the education system?

“Today's knowledge-based businesses and knowledge economy employers, including innovative creative industry entrepreneurs, expect young people not only to be knowledgeable, but to increasingly demonstrate the ability to be creative. thinking, flexible problem solving, making independent decisions and adequate effective communication,” says Oksana Goncharova, director of the Federal State Budgetary Institution “VTsHT”. – To increase their competitiveness in today’s market, both the state and business need progressive, creatively gifted, comprehensively developed, original thinkers. In this regard, the question arises: what kind of teachers will be able to prepare such a child “at the end”? How and who should train such teachers? We will try to find answers to these and other questions during the discussion at the Conference,” said Oksana Goncharova.

One of the main topics of the Conference is the development of the creative abilities of gifted children in music, choreography, and art classes. Experts will also discuss the features of socialization and self-realization of children with advanced development and giftedness, and the specifics of their communication with peers.

“Additional education is the fertile ground that gives an increase in children’s different abilities. The educational system should become a social elevator for every child, which should ensure upward movement, and teachers will help determine the route of this movement,” emphasized Larisa Lvova, head of the methodological department of the Federal State Budgetary Educational Institution “VTsHT”.

The format of the two-day Conference includes a plenary session, panel discussions, and master classes.
